Paper redlines sit next to workstations for months, because nobody likes the software. Or can't learn it in the time they have.

Configurations require updating two copies of the same file. Or one file, with a note that the customer will ask about.

Changes are reviewed at an arbitrary cutoff between Revs C and D. Perhaps a month after the decision.
